Griffith University Professor Julianne Schultz's featured speech to the Music Council of Australia's Annual Assembly in September 2012 discusses the issue of how to address cultural value and how its importance can be properly evaluated. We need "to develop ways of measuring that include but go beyond statistics, that join the dots and develop a new paradigm for cultural value that is not apologetic, mendicant or uncritical — but recognizes that it is through cultural engagement that full human capacity can be realized, and that the benefit of this is essential to our humanity, of value to our society and economically significant."

How the Knowledge Base Assesses the Real Trends

The statistical articles in the knowledge base adjust for price, as distinct from real, changes through the use of "implicit deflators" published by the Australian Bureau of Statistics. The article explains and discusses these and also incorporates a section discussing the growing scepticism about the purely economic/commercial concepts developed in the national accounts. The proposed new indicators are environmental and social in nature, but lack a cultural/arts dimension.

Australian Content Support to Music

In March 2012, MCA research manager Lynn Gailey finalised a major paper in response to the Interim Report of the Australian Government's Convergence Review in December 2011(which has since been followed by a Final Report in May 2012). Lynn's long and wide-ranging research effort was posted on the MCA website as a research paper but it was clearly also valuable mapping material for an important subject of great relevance to the knowledge base — Australian content regulations. To suit the "wiki" format of the knowledge base the paper has now been broken into a number of individual articles, all accessible through the original executive summary renamed "Australian Content Support to Music".

The other parts of the original main paper, listed in sequence, are Broadcasting Content Quotas — An International Overview, The Role of Music Quotas in Radio, Content Quotas for Television and Eligibility for Subsidy for Film and Television, and The Music Industry and the Regulatory Environment. Several appendices provide further background material, including international comparisons.
